The Cartwright Elementary School District No. 83 of Maricopa County, Arizona, will hold a special 15% Maintenance and Operation Budget override (M&O) election on Tuesday, November 6, 2018. The total 15% budget override amount for the first year of the 15% override is estimated to be $13,500,000 and would be funded in that year by an estimated $5.69 tax rate per $100 of net assessed valuation used for secondary property tax purposes which is equal to the current secondary tax rate for the existing budget override. The Maricopa County School Superintendent will be preparing an informational pamphlet that will be mailed to households containing one or more registered electors within the District. Any persons wishing to submit an argument "for" or "against" the proposed 15% budget override (not to exceed 200 words) may do so by mail or hand delivery of the argument to the Maricopa County School Superintendent, School Elections Office, 4041 N. Central Avenue, Suite 1100, Phoenix, AZ 85012; telephone: (602) 506-3978.

Any arguments must be received in the office of the Maricopa County School Superintendent on or before 5:00 p.m., August 10, 2018. Arguments must be signed and include the name of the District, the author's name, the name of any entity submitting an argument, address and telephone number. The entity and author's name will be printed in the informational pamphlet. The last day to register to vote in order to be eligible to vote in this election is Monday, October 8, 2018. Q:  What is the M&O budget?

A:  Maintenance and operations or M&O funding is one of Arizona school districts’ funding “buckets,” each of which can be used only for purposes specified in state statute. M&O funds pay for most of a district’s day-to-day expenses, including employee salaries and benefits, utilities, transportation, purchased services and supplies. Arizona state law allows school districts to increase their M&O budgets up to 15 percent more, per year, than the per pupil funding level set by the legislature. M&O funds are used almost exclusively for teachers and staff salaries.

Q:  How will the M&O Budget Override money be spent?

A:  If a 15% M&O Budget Override election in November 2018 was successful, the override funds will be used for:

  • Provide teachers to maintain current class size standards


  • Fund all-day kindergarten District-wide
  • Provide for additional instructional materials
  • Provide for the increased cost of school supplies and supplemental materials
  • Maintain the current funding for Music, Arts, and Physical Education Programs

Q:   Q: How do I know the money will be spent as indicated?

A:   A: The Cartwright School District is committed to responsible stewardship of override funds. Arizona law requires the District to clearly list what the override will be spent on in the voter information pamphlet. As a result, the District is required to comply or be in violation of Arizona state law.
