Human Resources


The mission of the Human Resources Department is to ensure the recruitment, selection and employment of the best-qualified personnel for each position in the District. Department Goals

We will increase student achievement by recruiting, hiring, and retaining highly qualified, highly motivated, and highly effective staff members.

We will provide exceptional customer service by supporting, assisting, and responding to our community, our schools, and other departments within the school district.

We will promote risk-taking for innovation by developing and implementing technology-based systems to organize and improve our daily operations.


Dr. Edward Murphy, Ed.D
Assistant Superintendent

Dr. Edward Murphy joined the Cartwright Team in 2010, having served the Glendale Union High School District for nearly four decades, as a teacher, Dean of Students, Principal, and Human Resources Director. During his tenure as Principal, Greenway High School was designated a National Blue Ribbon School, and the Arizona School Personnel Administrators Association named him Personnel Administrator of the Year in 2002. Dr. Murphy holds B.A., M.A., and Ed. D. degrees from Arizona State University. He strongly believes that any organization’s people are its most valuable asset.


Becky Banks
Executive Coordinator

Becky Banks attended the University of Cincinnati. She studied Business Administration and Legal Administration. Becky has worked for the Cartwright School District for 21 years. She is currently the Executive Coordinator for the Asst. Superintendent of Human Resources, Dr. Edward Murphy. Becky loves working in the HR department because of the people she assists daily. She loves dealing with Cartwright employees, teachers and administrators.  


Jose Arenas

Jose Arenas has had the fortune of working in two previous school districts prior to joining Cartwright School District.  He started his career in the Isaac School District and served the Phoenix Union High School District prior to joining the Cartwright School District as Human Resources Director.  Jose has served in multiple leadership roles at the campus level as well as the district level.  He enjoys spending time with his family and following his sports teams. His most rewarding part of his current position is serving the community by hiring the best-qualified candidates for positions in the district.  Jose really enjoys meeting people and takes pride in promoting the Cartwright School District.  Jose is a native Phoenician and a lifelong advocate for the youth in their respective communities. 


Richard Hagen
Assistant Director

 Richard Hagen has been in education for 25 years. As a classroom teacher for nine years, he taught both elementary and middle school. Richard has been a strong supporter and advocate of extra-curricular and extended-learning opportunities for students as a coach, summer school instructor and after-school enrichment activities leader. He worked in Ed Services as the  Asst. Director for the programs: New Teacher Induction, Social Studies, Music, Band, Art, PE, Health. Richard is a servant leader who strives to build relationships with all stakeholders in the organization and empowers those he leads with the opportunities and responsibilities to make a significant impact on student learning.



Dr. David Santellanes

Dr. Dave Santellanes has been the District’s teacher recruiter since 2000. His prior experiences include serving as an elementary school principal, high school principal, assistant superintendent for personnel services, superintendent of schools, and Associate Professor of Education and Director of the Northwest Coalition for Community Education Development at the University of Oregon for 11 years. He received The Oregon and National Community Education Association’s highest awards and has served as an adjunct professor in numerous universities throughout the country. Dr. Santellanes has over 50 years of experience in education and received his Ed.D. degree in 1973 from Arizona State University, M.A. from Central Michigan University in 1971, and B.A from Arizona State University in 1968. He has served as a senior consultant on two national evaluations of education and strongly believes that students will succeed when strong teachers and caring parents collaborate with the emphasis on student learning. Dr. Santellanes enjoys working at the Cartwright School District because everyone’s efforts are focused on student achievement.

Rita Moncibaez
Administrative Coordinator

Rita is a native of Arizona and has worked for the Cartwright School District for 22 years.  Rita worked at Palm Lane Elementary for 20 amazing years and decided to make a change in her career and is currently working in Human Resources.  She has been delighted to see the many changes and growth in the children and parents in the community.

Alice Perez
Administrative Coordinator

Alice Perez was born and raised in Arizona. She started with the Cartwright School District in 2003 and is very passionate about her job. She loves working with people and loves to see how hard everyone works to help our kids in the district. 


Irma Ramos
Administrative Specialist

Irma Ramos started working for the Cartwright School District in August of 1992 in the Food Services Department and has also held positions as a custodian, a special education assistant and has also worked as an administrative assistant at Marc T. Atkinson Middle School. She has worked in the Human Resources Department for the last 12yrs.  Irma really enjoys working with the Cartwright School District and its community.


Heather Salazar
Administrative Coordinator

Heather Salazar is a native to Arizona and attended Alhambra High School in Phoenix, AZ. She started working for Cartwright in August 2013. Heather started working at Desert Sands Middle School as an administrative assistant first and then transferred to the Human Resources Department.  Her current position is the administrative coordinator for Human Resources. Heather enjoys working for Cartwright and its community.


Leticia Carrillo
Administrative Technician

Letty Carrillo has been with Cartwright School District since January of 2009. She started in Ed Services as an ELL tester and then in the Science Refurbished Center.  She is now in Human Resources as an administrative technician. She brings 20 plus years of experience from El Paso, Texas where she worked at the El Paso Independent School District in the Human Resources Department.

She is passionate about helping people find the right job for them and helping the Cartwright School District community.

Michelle Almanza

Michelle Almanza
Administrative Technician

Michelle Almanza was born and raised here in Maryvale. She attended schools in the Cartwright School District and attended Maryvale High School. She has been working with the district for the past three years. She started working as an Administrative Assistant for Raul H. Castro Middle School and moved to Holiday Park Elementary as a Special Education Instructional Assistant.

She is now an Administrative Technician in the Human Resources department. Michelle really enjoys and is passionate about working with our children, parents, staff and the community.
